Rose Valley Lake is a beautiful lake that you have to drive up a mountain to reach. For Pennsylvania, its wind is relatively consistent and the direction doesn't seem to matter much. It's a Fish and Boat Comission lake, so no swimming is allowed. In fact, be sure to wear a PFD so you will be deemed to be boating rather than swimming!
